After outlining the proposed new local government structure, Jones and Paterson’s fifth chapter outlined the financial implications and the potential approach to implementation.

One of the more interesting propositions is the Permanent Review Committee. Since the new regional government would only be the second of its sort in Ontario (and quite consciously unlike the existing Metropolitan Toronto), Jones and Paterson proposed that a permanent committee be struck to provide continuous feedback for how well it was operating and to recommend changes.
